I just read an article on Monster.com, which lists the best cities now to create jobs. Many of these cities are Texas, Austin, and is ranked # 1 in the list. The reasons are many, including a favorable business climate, technology initiatives, and collaboration between business and UT (University of Texas).
Overall, Texas is the only national state is experiencing employment growth. Why? He is a conservative state, fiscally responsible, with an economy diversified business.
But everyone wants to live in Austin, because aesthetically, IT is a beautiful city. Located in the Hill Country of Central Texas Austin has hills, trees, lakes, deer, and beautiful landscapes.
I lived in Austin for almost 12 years, from 1996-2008. Today, I live in Houston. When people from other parts of Texas in Austin think the first thing they ask is: "Oh, it's so pretty, how did you go?" But this is only superficial, and tell you why – and why not be the best city in the nation for job growth – all based on firsthand knowledge and experience.
With a population of less than 1 million, excluding the metropolitan Austin, Austin considered a medium-sized city. Also happens to be the capital of Texas. Like most state capitals, Austin does not the city. Unlike Houston, there is no real industry in Austin, the three largest employers are: 1) The Texas State 2) of the University of Texas, and 3) high-tech industry, which includes Silicon Valley companies and Internet startups.
In Austin, wages are low and prices are high. Why? Well, first, the state is one of the biggest employers, and historically, the state is a entity with low wages. Second, Austin is not only the capital of Texas, is also a college town, and therefore the market is flooded with college highly qualified, willing to work at all to stay in Austin. Forget Negotiating a job offer, because unless you take the salary offered, almost always there are at least 10 or more qualified candidates lined up behind you who are willing to take the same job.
These two factors combine to suppress wages in all areas. In addition, state wage caps (like any government job because the pay scale), and employers in the industry of high technology (Dell, Freescale, AMD, etc) are constantly firing and retrenchment if your work is always in danger. When we lived there, I knew many people in high technology that have been in constant search for a new job or moving from one job to another.

People from out of state laughed at the way it was cheap to buy a house across California, and prices have risen. Today, real estate is too expensive in Austin. Thus, over time, Austin became a city of low wages and high prices.
People laugh in disbelief when I say, but Austin is still a small town in many ways. Strategic planning is a process of defining the strategy for schools, or direction, and make decisions on allocating its resources. Strategic planning is the formal review of the future of the school. Strategic planning deals with at least one of three key issues:
"What do we do?"
"Who are we?"
"How can we excel?
The fundamental purpose of strategic planning is to participate actively in determining the nature or character of the school and to guide its direction
The need for effective strategic planning is very important for the success of our schools. The general operation school comes with many challenges. These challenges require education authorities to develop plans to adapt their practices to meet academic and behavioral needs of all students. The need for effective strategic planning has intensified because of resource constraints and increasing expectations of accountability of external agencies such as the State Government (Wales, 2005).

They must interpret the regulations and policies and develop action of the whole system plans actually put these strategies into practice. Solutions now require detailed plans for a systemic change identify strategic performance indicators and benchmarks. These plans require that education officials, teachers, counselors and other professionals work collaboratively to identify and enhance positive academic and behavioral support across the curriculum. This must be done with simplicity and commitment within the organization. professional collaboration is essential for learning and performance of diverse students who make up classes today. Purpose of Article
The purpose of this paper is discuss ways that our educational leaders in the public schools can incorporate ways of knowing through the realms of meaning (Kritsonis, 2007) to improve education. Strategic planning should move from modernism to postmodernism, to improve education.

education officials may change the way they develop strategic plans for public schools by creating plans using postmodern thought. Can Postmodernism be the new way to improve and ensure the success of our highly diverse student population. education officials have to think outside the work area to create strategic plans that will help students a great success. Schools may close the gap performance than public schools of our country are facing. education officials can create a strategic work plan integrating pathways knowledge through the realms of meaning (Kritsonis, 2007). If we do not know what we want to achieve, we can not make decisions how you get there. The six areas of meaning can put schools on the road to success.
One of the key attributes of the school success is that they have a clearly articulated vision and mission that all members of the school community believe. IT is timely expenditure for the vision and mission articulated because all other strategic planning decisions depend on whether the actions of schools are consistent with vision and mission.
Symbolics
The first meaning is symbolic realm that includes the word, symbol and gesture. responsible Education must develop the common language in the context of a strategic plan that is well planned, well written. The language in the strategic plan plan must be understood by staff, students, parents and stakeholders. The language must be precise and have a clear message. It should be specific, measurable, achievable, realistic and time limited. Specific language must be clear and understandable by all, including those who were not involved in the process. Measurable: the plan must define the desired result, no specific strategies. The meaning of terms should be explained for all to understand.
Symbols used in the strategic plan should be universal and common language to express, clearly that can be understood by all stakeholders. Feelings, values and emotions can be expressed by non-discursive symbolic forms. education officials should make the symbolic foundation upon which they develop their strategic plan. The symbolic implementation is the first of the six areas of meaning that the system will school at the age of modernism to postmodernism age.
Empirical
educational leaders are to change the style of the strategic plan and use the second realm of meaning that is empirical. Empirical requires plain language and mathematics in its expression. Empirics face with science. Kritsonis said, "To learn a science is to be able to make valid description General questions of fact "(2007, p. 175). Science is important for the leader of education in creating a strategic plan. Educator must think of how students learn, why learning takes place and how to measure learning outcomes. The Head of Education needs to understand student behavior as well.
The Head of Education to analyze the market and the environment outside of school. The external environment normally focuses on students. Management should be visionary in formulating strategies and should be thinking about the diversity of schools. To determine if the school is underway, the leader needs to know exactly where the school then determine where it wants to go and how it will succeed. As a result document is called the "strategic plan" which is detailed and factual. By English (2003), the dominoes of the school administration began with the idea of a scientific field as a metadiscourse. It is true that strategic planning is the tool to implement effective management of a school, but education officials should have an empirical measure of the future of the school.
Achievable means that the target must be rigorous and stretching, but because it should be achievable. People will soon lose interest in a goal they can never achieve. Realistic is similar to achieve. A modern strategic plan that would imply that all students will receive one hundred percent on the benchmark tests, when clearly the only way to achieve this is to create a test so simple that anyone could pass. Postmodernism strategic plan will be realistic and will encourage quality of teaching and learning. All targets should produce results by the end of the period of strategic planning, and preferably it should also be some short-term goals leading to better performance.
Aesthetic
Aesthetics is the third area of meaning that education officials can incorporate into their strategic plan for the school make it more viable at the end and the objectives achieved. The postmodern theory of strategic planning in schools has moved away from the business model traditional to a "strategic thinking" approach. This strategy is less a fixed model and is more flexible in the learning process based on the principals of schools always listen and synthesize what they hear and learn all sources.
That does not necessarily have a formal strategic planning process, but it assumes that the formal plan is open to change and improvement education leaders to remain open to respond to rapid change. Allow their teachers to students and teachers to spend a lot time to develop their talents. "Encouraging student teachers expressiveness so they can earn the trust and appreciation" (Kritsonis, 2007, p. 290). A plan will not work if people are not there for its realization. People do not work with enthusiasm a map, they are not "clean". The other members of the school community are involved in developing the plan, the more people will buy in plan, and the more people will be motivated to make the plan work. Educational leaders should include teachers, school staff, students and parents at a certain stage of the strategic plan. education officials may also consider involving local people business, local community, academics, and any other relevant person.
The strategic plan stems from pragmatism, reflection flexible policy based on the trial as much as the spelling of action and the baseline measurement. The "Strategic Plan" should focus on objectives very little over a relatively short time.
The crucial point is that the head of education should get all stakeholders on board. A leading educational postmodernism works on a goal in a specified time. A modern leader of education will have throughout the strategic plan all along and will not involve other members of the school.
Synnoetics
Synnoetics is the area of engagement. It deals with personal knowledge of the head of education. The Head of Education can give to all who are involved with the school. The leader must get staff to buy into the vision and mission. The Head of Education must work his magic to get everyone to see the strategic plan as their own. They must see that the plan is all about student success in our care.
The head of education must be subjective in developing a strategic plan. The head of education should use ideas and experiences. educational leaders should see their school as the best school. They need to believe that all students can achieve. They must think they are the one who will close the achievement gap between white students and African American students, if that is the problem facing their schools.
The postmodern educational leader strives to give their staff away of modernist thought that some students can not learn. The head of education will find creative ways to help teachers out of box and develop new ways to help weaker students to deepen. The postmodern leader made regular workshops education a part of the strategic plan for improving faculty and staff. The leader leaves his office postmodern education and goes to school every day, meets with parents and students, and interviews with teachers and staff.
Ethics
Honesty is the motto of the leader in education. Ethics can hold the first guide education on the right track. The head of education must be equitable to all teachers, staff, students and parents without distinction of race, age or religion. The head of education will not write the objectives in the strategic plan that know they can not achieve during the time they commit. education officials do not make promises they know they can not fill. They ask for help required. educational leaders have moral values and live by them when working with teachers, staff and parents, students and stakeholders.

Synoptics is the area of sixth sense. educational leaders can use synoptic summarize the goals and objectives.
